CharityWatch's rating of the National Urban League (National Office) also includes the financial activities of the Urban Empowerment Fund, which are included in the League's audited consolidated financial statements for the year ended December 31, 2018. All material intercompany transactions have been eliminated during the audit consolidation.
"The Urban Empowerment Fund (UEF) is a tax-exempt community development financial institution that was incorporated in July 2011. The League obtained a controlling financial interest in UEF in March 2013. UEF is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code... The net assets of UEF are not available for distribution to NUL [the National Urban League]."

According to the National Urban League 2018 tax filing, the League received in-kind donated services and use of facilities on which it placed a total value of $7,772,079 (IRS Form 990, Schedule D, Part XI). The donated services received in 2018 included $5,821,998 in donated television airtime, according to the League's 2018 consolidated audit (Note 11). According to the National Urban League consolidated audit of December 31, 2018 (Note 19, Related-Party Transactions): "Subcontract payments are made by the League to affiliates [separately incorporated, non-profit organizations] for their services in carrying out specific projects. In 2018 and 2017, subcontract payments to affiliates totaled $22,000,418 and $24,090,385, respectively." |
